They appear to be in the Luftwaffe - sorry, that's all I can help you with!

From the size and edging that I can see in the repro, it's a typical posed 'end of course' type photo of the era. More than probably, the prisoner/deceased from whom the photo was appropriated is in the photo. Is there anything handwritten on the reverse? Often the owner would annotate themselves or close friends.

According to as related by my late father who had similar from his service days pre and of that era.
