Close Combat Clasp winners.
My question is why certain soldiers who seemed eligible for either grade of the CCC didn't receive it. For example infanterie soldiers like Erich Barenfanger, Kurt Meyer, and Theodor Tolsdorff to name a few, belonged to units eligible to receive the CCC, and all seemed likely to have qualified at least for a CCC in bronze, or higher, yet they didn't receive any. The same can be said for many other infantrie soldiers. Is this due to close combat days not being recorded or not being submitted because certain commanders might not really care as much about such awards as others? Or are there other reasons? Thank you.

I'm going to go out on a limb here and say that the proper paperwork wasn't submitted.
Would of even been more chaotic in the last months of the war.
