I'm trying to figure out who these were. According to Germany's Eastern Front Allies (2) - Baltic Forces there were eleven of them but I've found twelve. The controversy is all about Andrejs Freimanis and Karlis Sensberg.

The book is wrong, there were always 12 Latvian RKTs.

Yes, I noticed that now. Apparently it has to do with Sensbergs not being listed in the Bundesarchiv.
