German Cross In Gold-Cloth Version which date?

I have found two different dates for the introduction of the German Cross In Gold-Cloth Version. I am wondering which is the correct date:

June 5, 1942:

and, April 7, 1943:

These are the same site, one being an older version and the other a newer version of the same site.

I even asked a fellow promoting this site, this same question but have still to find an answer:
