Heer Vs marine war badges

Why did only the kriegsmarine award war badges to their coastal artillery crew? The heer had more coastal batteries than the navy, so how come they only had for Flak units, and not artillery?

I don't know. I always wondered why the Kriegsmarines had a different wound badge than the Heer/Luftwaffe/SS
