Search parameter problems

What am I doing wrong?
I'm trying to search for specificformations, like
"52. Panzer Abteilung" (or... "Panzer Abteilung 52")
and I get EVERY single citation with "52", "panzer", and "abteilung".
How do I get this thing to only display exact search parameters???
