Empty armygroups?

Empty armygroups?

If I follow the links in Herresgruppen mostly all armygroups doesn't list any unit. Will come upgrades or doesn't work my system not correctly or what else?

I believe that's just a matter of the framework for the section being put in place, but a lack of time or resources to flesh it out.
