penal buckle

I recently saw a picture of a penal belt buckle, it was the useal oblong shape but with a three ringed circle and round bumps in the centre.
Is this a real item or a fake?

Just an Seller(On ebay) told me Veterans sayed the were given "defaced" to Penal Units and foreighn Volonteers
I wish,as I sayed i get a Statement on this or Photos to proof this?
